Alojamento Local licensing in Portugal: the basics
If your investment case depends on short-term rental income, the licence is not a formality at the end — it is a constraint that should shape the purchase and the design.

Check the location first
Porto applies containment areas where new AL registrations are limited or suspended, and rules have changed repeatedly since 2018. The parish and street matter more than the building. Verify with the municipality before you buy, not after.
Check the building's rules
In a horizontal-property building, the condominium can oppose AL use in certain situations. Read the constitutive title and recent minutes.
Confirm the legal use
The licença de utilização must allow housing (or the intended use). An unlicensed or misclassified unit cannot be registered cleanly.
Register the activity
AL is a registration through the Balcão Único Eletrónico, tied to opening an activity with the tax authority. Registration is per unit and receives an AL number that must appear in listings.
Meet the technical requirements
Fire safety and evacuation provisions, first-aid kit, complaints book, minimum comfort and hygiene conditions, and insurance. Larger operations trigger stricter fire requirements.
Plan the renovation around it
Circulation widths, door opening directions, extinguisher and detector positions, and kitchen ventilation are far cheaper to design in than to retrofit after inspection.
AL rules have been amended several times in recent years, including changes to registrations, containment areas and taxation. Treat this as orientation, confirm the current position with the municipality and your lawyer or accountant before committing.
